Functions of the Division

EP(CAP) Division deals with export promotion / administrative measures pertaining to four Export Promotion Councils (EPC) under its fold, namely Capexil, Plexconcil, Chemexcil and Shefexil .The division is primarily concerned with the EPCs addressing issues relating to commodities of the 4 EPCs and promoting/boosting exports as well as appraising corresponding imports.

Trade Promotion Activities

EPCs are tasked with hosting/guiding exporters for trade promotional events. The events are organized under the schemes in DoC for this purpose.

MAI – Market Access Initiative

The proposals submitted by the Councils under MAI Scheme are analysed by this Division and recommended to E&MDA Division, DoC for consideration / approval. E&MDA Division, DoC provides Grants to the Councils under MAI Schemes for participation in International trade fairs/exhibitions/Reverse Buyer Seller Meets.

Work Done / Accomplishments
  • EP(CAP) Division, in consultation with the 4 EPCs viz, Plexconcil, Chemexcil, Capexil and Shefexil, regularly seeks issues/concerns faced by the exporters and accordingly, takes up them with the concerned authorities for resolution. The issues raised by the EPCs during the ongoing pandemic period pertaining to logistics, banking transactions, GST refunds, MEIS claims, courier services, etc. were taken up with the appropriate authorities for its resolution.
  • The Product Panels which witnessed export growth are:- Bulk minerals and Ores, Natural Stones & Products, Plywood & Allied Products, Ossein & Gelatine, Animal By-Products, Packaging Materials, Plastic Sheets, Human Hair & Hair Products, Inorganic Chemicals, Agro Chemicals, Essential Oils, Plant and Plant portion, Fixed Vegetables, Oil cake & others, Shellac and Lac Based Products, Miscellaneous Products Panel.
  • Regular review meetings were held with the EPCs to sensitize them about the need to develop virtual platform for their exporters so as to continue export promotional activities in present situation. In this respect, the EPCs have understood the need of the hour i.e. having a paradigm shift from physical exhibition to virtual shows. Also, to boost the EPC’s morale and appreciate their initiative, many such events were addressed by the senior functionaries of the department on request of the respective EPCs.
  • Issue concerning imposition of Minimum Import Price on polymer/plastic raw materials by DCPC has been resolved.
  • The concern highlighted by the Human Hair Industry has been taken appropriately and accordingly, the Principal Commissioner of Customs – (Airport & ACC), Kolkata issued a general alert circular no 01/2021 dated 19.02.2021 to all the Commissioners of customs, Goods & Service Tax, DRI Zonal units regarding export of raw Human Hair and undervaluation which was severely affecting exports of value-added articles.
Ongoing Tasks
Capexil
  • Tapping opportunity available for Indian tyre exporters due to anti-dumping duty placed by USA on imports of light truck and passenger vehicle tyres from South Korea, Taiwan, Vietnam and Thailand.
  • Delay in issuance of Environmental Clearances (EC) and shortage of raw-materials and suspension of quarry leases for mining industry, especially in the states of Karnataka and Andhra Pradesh.
  • Request for removal of Pre-Import Condition imposed on Import of Natural Rubber under Advance Authorizations.
  • Reduction in requirement of Value addition in Sawn Timber (HS Code 4407) exports from 30% to 15%; and export of sawn timber to be allowed freely from all ports.
Shefexil
  • MAI Proposal for conducting Toxicity Study of Shellac (E 904) based on the Public Call issued by EFSA
  • Proposal to conduct Research to support use of Guar Gum ( E412 ) in food for infants below 16 weeks of age in response to Call for data issued by EFSA, EU
  • Inclusion of Guar Gum Powder under the Transport and Marketing Assistance Scheme
  • Difficulty being faced by exporters due to provision of Bio-Diversity Act 2002 causing requirement of approval of Biodiversity Board to access raw materials for value added plant extracts
  • Authorizing Shefexil to register & monitor exports of Non-Timber Forest Produce (NTFPs) that are currently being traded under ‘Others’ Category

  • Request to include Acetic acid and agrochemicals for PLI scheme under Atma Nirbhar Programme
  • Proposal for self-reliance in Dye and Dye intermediate sector
Plexconcil
  • Allowing import of virgin PVC industrial scrap
  • Amendment in Plastic Waste Management Rules, 2016 with respect to Single use plastic
  • Unrealistic increase in the price of plastic raw materials
  • Non-availability of MEIS or ROSCTL for FIBC exports
